Where is the best place to take a vacation, and I hotel that accepts pets?

I want to go on vacation with 1 of my friends, my mom said I could. She also said I could bring one of my dogs, and my friend is bringing her cat. Me and my friend need to know where we should go (like a state or country, etc.) and we also need to know where a hotel is that we can bring our pets to. Also, I've tried Hollywood, way too expensive. And I'm only 18 so the hotel can't be too expensive.

umm any where that has a beach!! but it will be hard for you to get a hotel because of your age.. most placed require you to be 25 or older anymore!
