To book a hotel room in japan you must be at least 3 years of age.
If you say you are 20 years of age, they'll believe you are, and if you say you are 25 years old, they'll believe you are 25 years old. In Japan basically you don't have to show your ID to do anything like you might have to in your country. Only some prestigious hotels may require you to show your passport. But anyway if you're 18 years old, there's absolutely no problem.
In Japan there is no age restriction to stay hotel in law or rule. You must present passport to check-in and the reservation shall be highly recommended of course though.
