It doesn't matter whether you get it through Priceline or anywhere else. The hotel sets the check-in policy, not the website.
Many hotels require that you be 18 and have a credit card. However, some hotels do require that you be 21. You'll have to call the hotel or check its website to be certain. If you're using Priceline's "name your price" booking system, then you may have a problem. You won't know in advance which hotel you're booking, so you can't be certain that 18 is okay.
You may be better off not using the "name your price" system and select a hotel yourself. That way, you'll know that you won't have a problem.
You have to be 21 so you will not be able to get a room
I looked on Priceline's website, but couldn't find an answer quickly. However, when I was 18 I did rent a hotel room in person. I think it depends on the chain. A lot require you to be 21. Then one I rented was with Econo Lodge. Try checking hotels in the area to see what their minimum renting age is.
