You're look for more than a single box. Generally, in a commercial system like this, you'll want a captive portal system to have people click though a user agreement. They're also good for keeping people from looking at each other's machine, and you can also assess charges if you want to. Your site should also be audited for how well the signal penetrates the rooms. Older building seem to absorb more radio frequencies since they tend to be more solidly built.

On average you'll need one AP for every 2 floor, depending on where they're positioned, and what kind of antenna they have.
You need a site survey. No responsible consultant would install a wireless network without one. Installing wireless depends on too many factors. You need to know what data rate and throughput you need on the network. You also need to see how the signal will behave in your hotel. It will depend on the materials used for construction.
